Management Measures for Open Items in Safety Inspection of Imported Civil Nuclear Safety Equipment
1. Objective
The Management Measures is developed with a view to standardizing management of open items during safety inspection of imported civil nuclear safety equipment, defining responsibility assignment and working connection of the organizations concerned, making clear of management mode, content, requirements and flow of open items, and promoting standardization and routinization of open items management.
2. Definition and Classification
The open items in the Management Measures refer to that equipment declared for inspection found failing to meet the requirements of Laws and Regulations of Nuclear Safety, Technical Specifications and other management documents to some extent, during port document review stage, unpacking document review stage and unpacking witness process by imported nuclear safety equipment registration & inspection office (hereinafter referred to as "safety inspection office"). Treatment modes of the above nonconforming problems include, but not limited to, the following three categories:
Inspection and test: supplementing inspection and test;
Non-conformance item: opening and closing non-conformance items;
Equipment identification: completing equipment identification.
Declaration inspection units may carry out subsequent work upon completion of treatment of the above problems.
